On May 21, 2016 at approximately 2:30pm Southern Regional Police were dispatched to a two vehicle crash in Shrewsbury Borough on E Forrest Ave. When the officers arrived they found a vehicle off the roadway and up the embankment. The vehicle was entangled with utility pole guide wire. The operator of this vehicle had pulled out of a construction site into traffic and across E Forrest Ave striking another moving vehicle until it jumped the curb and struck the wire. 

The driver was determined to be impaired and was arrested for DUI.  Police also found her in possession of marijuana and drug paraphernalia.  Police also discovered the driver was currently wanted under a previous last name on a DUI charges from 2010. Her license in Pennsylvania was currently under a DUI suspension. 

The driver of the vehicle, Anne Forsen-Welsh, age 30, of Annapolis, MD was arraigned in front of the duty district magistrate at central booking on the charges of driving under the influence of alcohol, driving while operating privilege is DUI suspended, possession of drug paraphernalia, and possession of marijuana. She was committed to York County Prison in lieu of $25,000 bail.
